Both. A lot of Filipinos have the "save me" mentality. That is why they believe in the promises of these politicians. And rather that admit that they were duped by these politicians, they double down on protecting them. Ginagawang hari ang mga dapat umaalalay sa atin. Yes, wag iasa lahat sa government, however, we pay taxes to the government. We have a social contract with them. And if they do not deliver, then we as citizens of the country have the right to complain. Pero hindi ganun nangyayari. Nagagalit pa sila sa nagrereklamo. Gusto laging good vibes.

So yeah, both the people and the people they elect are the problem.
