Do the problems of the Philippines, solely comes from the corrupt government officials or the voters who put them in position in the first place?

Well, the government is the representation of the people. So, if you assume that a government is corrupt then so the people.

There will always be good and bad, right and wrong to anything but not in governance and being an electorate. If our collectivity says we're good then we're good. If otherwise, then bad.

It's hard since wala tatong two party system, like sa U.S - it would very helpful kasi nasasala nila yung gusto nilang patakbuhin na president or candidate, and you can be sure that "That" someone is qualified for the role at hindi lang tumakbo, naging popular then, marami ng nag fund. Multiparty system sa pinas is a problem, keeps getting abused din

Uneducated ones for sure, yes alam naman natin na entitled ang bawat mamamayan ng pilipinas sa karapatan niyang bumoto pero kung ang tao mismo di marunong tumingin sa kakayanan ng kaniyang ihahalal anong pang saysay, magiging puppet lang siya ng pinaka sikat na tatakbo sa halalan dahil hindi nila isinusuri ang mga tao na siyang kanilang boboto. Sa huli sila din nagsisisi such is life ikanga.
