Most universities have a "total residency period", which is the total time that you are expected to finish your degree. The total residency period starts from the first time you were accepted into the degree and includes any long-term absenses or suspensions of studies. In my university, for example, the total residency period is seven years.
Consider a person who passes the first year, suspends for one year, returns and completes the second year, and suspends for two years. Is she able to enter the same degree in the same university to continue his last year? The answer is yes, since he has only accrued 5 (1 + 1 + 1 + 2) years. He needs to complete his degree in the remaining two years. Otherwise, he will not be allowed to reenrol.
Many of my students suspended their studies due to COVID. It was a wise thing to do at the time.
