Is it true that foreign companies values skill more than grades and achievements(e.g. being a top notcher)?

both. CVs do not show grades pero kailangan ng achivements to be competitive for the position, for shortlisting. But if you have skills na fit sa position, big advantage agad lalo pag lumabas sa interview.

Yes it is! Most foreign companies don’t look where you came from. They usually look at your skills. Kahit di ka professional or something, basta competent and consistent ka, magugustuhan ka nila. And sympre sipag din

If you are a fresher, you need license/certificates since you dont have experience. But most of the foreign company value skills more that grades and achivement.

depends kung sang sector ka, if employer is government office, mas priority nila yung mga board exam passers, scores and education degree. if employer is corporation or private, mas priority skills, talent and teamwork
