Believe naman ako sa potential ng isang well-regulated at transparent na sovereign fund katulad ng nasa Norway. Problema lang nito is that the Philippine gov't is neither well-regulated at transparent. I think magiging means of corruption lang ito para sa mga kotong na opisyal.

State-backed funds usually are for countries with massive cash surplus, probably due to Oil (Saudi, Qatar, Norway, and the Emirates of the UAE). On paper it sounds good, but it's probably just gonna end up like 1MDB
