LETS START
Click Start click Run or press windows + R and type in gpedit.msc (This file is located at C:\Windows\System32\gpedit.msc)
This will open the Group Policy Editor in Windows XP.
From the left panel, duble click User Configuration then Administrative Templates then Control Panel then Display
double click on Prevent changing wallpaper select Enable click OK
back on Group Policy Double Click Desktop under administrative templates double click Active Desktop
double Click on Active desktop Wallpaper Select Enable type the location of your wallpaper in Wallpaper Name(in my sample it is on C:\Wallpaper.jpg) Select Wallpaper Style and click OK
Make sure that User configuration setting is enable
(On Group Policy Click Local Computer Policy and click on Poperties in standard toolbar)
uncheck the Disable user configuration setting then press OK

For some instances, someone change the wallpaper through internet explorer/mozilla firefox.
heres tutorial on how to prevent it.
my example is for Administrator account(you can do to all user accounts)
For Internet Explorer
Open C:\Documents and Settings\Administrator\Application Data\Microsoft\Internet Explorer
On Internet explorer folder create a .bmp file(right click select new select bitmap image), Name it "Internet Explorer Wallpaper.bmp"
right click on Internet Explorer Wallpaper.bmp, click properties
On properties Select Security tab select administrator and check all deny in Permision for Administrator then click Ok
For Mozilla Firefox
Open C:\Documents and Settings\Administrator\Application Data\Mozilla\Firefox
On Firefox folder create a .bmp file(right click select new select bitmap image),this time name it "Desktop Backgroud.bmp"
right click on Desktop Background.bmp, click properties
On properties Select Security tab select administrator and check all deny in Permision for Administrator then click Ok
Now no one can Change wallpaper on your desktop..
