Crypto is crashing so GPU prices are going down as well. You can look into 2nd hand parts which would save you a lot. It's not that hard anymore compared to the pandemic.

Depende kung saan ka nakatira. Kung sa metro manila, marami jan. Join ka lang sa mga FB groups, sure mahahanap mo rin ung seller na para sayo. Also merong site na bentahan ng mga used/refurbished pc parts TipidPC pero i never used it and nagsstick ako sa FB marketplace for refurbished parts

actually hnd naman talaga ganun kahirap pero parang hnd na worth it bumili or mag stock ng gpu unless tataas nanaman o uuso ang crypto
