Question How can a small country with a small military defend their country?

I have been following reviews on war games where the US would fight a smaller country. What I find surprising is how ingenious generals are when it comes to tactics on tackling a US Nacy Fleet.

One general used the mosque prayer broadcast system to coordinate attacks which caught the generals playing as the US off guard and unable to find out how they are coordinating

One general used small suicide attack boats that are hard to hit which destroyed or disabled the billion dollar carriers. This has made the US upgrade their CWIS to open fire on small boats effectively (FYI I believe the Ukranians have tried to do this on a frigate on Sevastopol, the attack helicopters were having such a difficult time destroying the suicide drone boats).

One country has halted the US advance using fast pick up trucks with armor piercing munitions to run behind the flanks of the US in the war on Afghanistan.

Ukraine, is now using drones rigged with droppable bombs to scatter the Russian bodies everywhere. (Ukraine is making significant advances as of today but the world is still watching if Russia would press the big red button since they are losing big time)

I am now wondering how we (Philippines) could potentially defend our country being an archipelago. I find this difficult since we have a weak navy and airforce, in an ongoing civil war with communist rebels and radical muslim elements. Don't get me wrong, I support our soldiers but I am afraid the government has abandoned them by importing outdated Nth hand military surplus meanwhile there is rampant corruption.
I would say teaming up with larger countries is the only way. Ex. USA x Philippines during the 2nd world war.

I think the most important strategy is diplomacy. Having strong alliances and partnerships with stronger countries is a natural deterrent.
Obviously another strategy would be Non-Aggression Treaties.

I think it depends on the tactics of the military group involved
