PC. No doubt. Ask your self where are you going to use it. Downside kasi ng laptop, di upgradeable gpu/cpu unless gusto mo gumamit external gpu. Go get a laptop if you want portability go for mini pc itx build.
Really depends on your preference, just bear in mind that laptops could only last you several years until you need to upgrade again because of the wear of the laptop
