Ah okay so, now ko lang nabasa yung body ng post mo hahahaha

3080 Ti ka nalang. overprice si 3090 with less improvements.

regarding sa 4000 series, based on papers, mababa cuda cores nila compared sa 3000 series, ang minamarket nila doon ngayhon yung bagong version ng DLSS. And for me, hindi worth it. 3000 series will sure last until 5-7 years kapag bibili ka now. And for sure, marami nang mas magaganda that time at may pambili ka na para pampalit. Tingnan mo ngayon, 1050 ti na GPUs, leading GPU pa rin sa Steam's statistics. Kaya isipin mo rin mabuti pera mo. Ang importante na e-enjoy mo mga laro mo.

3090 Ti na if budget allows

If you can afford a brand new 3090 Ti, go for the 4080 (or for better price to performance but for way more money, the 4090)
If used and you're trying to save a little bit of money for some reason? A 3080 Ti would still work at 4K, though if the 3090 Ti only costs a little more, I'd go for the latter.

Take note that if you play a lot of games with ray-tracing, the newer architecture and DLSS tech on the 40-series will benefit you more than if you stuck to the 30-series.
