The Philippines is not too much of a target, given poor retaliatory capability and strategic position, even though it is one of the countries used to surround and keep China out of the Pacific en masse (including Taiwan, Japan, etc.).
I think we've been eyeing the MIM-104 Patriot and similar systems before, which can intercept ICBMs and be used as SAMs. Problem is the budget for everything, even for the military, is just not enough.
With the US returning to Subic, we are going to be able to have decent defense around the area and maybe even greater, and maybe even get deals on said systems for much cheaper than outright. This may make the Philippines a greater target for China, but they're not stupid enough to use nuclear weapons on another country. That's where MAD (Mutually-assured destruction) comes into play. If they pull the trigger, they'll have multiple nations launch their own nuclear weapons against China, and thus the smart idea is to not use nuclear force altogether. An invasion of our islands is also unlikely, due to the cost of logistics to bring tanks and troops across multiple islands and stretches of water, not to mention being able to field vehicles light enough to not collapse our roadways. And again, the US will come to our defense if such things happen, which will make taking the islands even more laborious and costly.
China can't do it, especially with the instability they're facing right now, with the civil unrest, the droughts, the financial crisis ensuring it'll be a long while before such remote things will happen to our country.
