and then sabi nila, need mo rin ng NBI clearance dito sa pinas before UAE Police can issue a police clearance
-dapat daw naka red Ribbon?

Oo, totoo 'yan. Usually kailangan ng NBI Clearance pero hindi na red ribbon, authenticated lang sa DFA or yung may APOSTILLE sticker na. Better check with your agency though kasi minsan iba iba requirement depende sa employer.
