If you're willing to break your offline requirement, also check out cloud gaming services like Geforce Now. They let you play PC games on your phone/tablet. Or Parsec if you have a home PC. I played Starcraft on my phone this way, was pretty fun.

I recently got a new phone after a year of not having one, I usually like games like Red Alert, Battle realms and Civ games are fun too

Can you recommend good strategy games that I can play on my phone? Offline games are best something I can play while unloading in the bathroom HAHA

Sir if you're playing on the phone I suggest DL ka Ng GBA ROM player, then try playing Fire Emblem or Advanced Wars, super fun strategy games!
