Amnesia: The Dark Descent - i feel like this was genre-defining when it came out. The darkness and insanity mechanics, and the story made this really good
Soma - Existentialist scifi horror that keeps you thinking long after you finish the game
RE Series - Especially RE7, the series gets an honorable mention since despite being more on the action side, it still gives a lot of good scares
Phasmophobia - Co-op ghost hunting, and one of the first of its genre, very fun with friends and very spooky if you go in blind.
Outlast - The game that showed us the night vision filter can be terrifying, lots of running and hiding, and an interesting story to match.
