No. May frameworks na tayo in place to manage these juvenile delinquents, pero wala eh, kulelat sa implementation our gov't agencies like the DSWD, and the LGUs, especially yung mga crime-infested ang slums. Mag file ng bagong batas ilang buwan, o usually nga, taon ang itatagal bago ito mapasa. Ang tamang pagpatupad ng mga programang gobyerno ay pwede na gawin agad.
