First, study the fundamental of photography. Second, familiarize your gear/phone. Then, watch some tutorial videos on Youtube. At first, it's a little bit difficult to find the sweetspot. You will learn as time goes by. Keep shooting.

Aside from learning the fundamentals also get a tripod to keep things stable and telescopic lens na rin para makakita ka ng maayos

I haven't tried with my phone (I'm a DSLR/Mirrorless user), but a good thing to do is find somewhere with the least amount of unnatural/man made light. That way the heavens will have little light competition, and then it's just all a matter of your settings.

I agree with the need for a tripod. There's also a device or tripod head that can be setup to move to follow the movement of the sky for clearer photos, and not the kind that leave trails. I saw a guy use this when I stayed overnight over in Danjugan Island in Negros Occidental.

have a good lighting because android phone often have grainy pictures when indoors
