i'm using google chrome Windows PC and it also happened to me (or at least we have the same symptom).. like the screen will shake up and down very quickly when I was at the bottom of the page/thread, one time I was locked and cannot scroll up had to close the tab.
I changed the zoom level and it seemed to have fixed itself and I cannot reproduce it anymore unfortunately. If it ever happened again ill try to record, cheers
